Comparing Vote Counting Protocols

We will be discussing and evaluating a variety of proposals to count and audit votes in a secure, accurate, transparent and fair way. Each person will give a brief description of their system and then take questions.


100% Hand Count Audit of Voter Marked Paper Ballots

Following an initial count by scanners

STAR-Vote System

Developed by Rice Univ. with the Travis County, TX clerk's office

- Phil Stark, Professor, Department of Statistics, Univ. of Calif. Berkeley


The Open Ballot Initiative

Voter-marked paper ballots are scanned, digital images are available to the public and secured through a cryptographic system

- Similar to what Black Box Voting is calling "The Brakey Method."

- Ray Lutz, Citizens' Oversight Projects


Approval Voting

Vote for as many people as you want, the person who gets the most votes wins, votes are counted by hand; proposed in Colorado

- Nisi Jacobs, HandCountedScore.org

Note that Hand Counted Score does not support Ranked Choice Voting because it requires a computer to count the votes.
